I have a situation where on the same internal office network some PCs have access to the Send function and on other PCs the Send function is grayed out.
- Same OnDemand Client v.9.5
- Accessing the same OnDemand server at v.9.5
- Same Outlook email client installed on each
- Same Windows version
- I tried logging on with the same user id and still get the issue
Does anyone know what other prerequisites may be causing the user to have access to the OnDemand Client Send function in the next office over but not their PC?

did you check the permission of the users?
If the permissions are the same, then probably to open a PMR would be helpful...

Similar to the links you provided, my customer found and fixed the issue. It was specific using the send function after upgrading to Microsoft Office 365. On the effected PCs, they had to change the setting of "MAPI" = "1" in the following two registry entries:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows Messaging Subsystem
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Messaging Subsystem
