Yeah, the links on IBM CMOD Windows don't support remote/network access -- last time I checked, they don't contain hostnames inside the links. But I don't work with IBM CMOD for Windows very often anymore.

When generating the generic index file with arsdoc get, it doesn't appear to be possible to have the files separately. This has been an annoyance of mine for years.

There is no published documentation on this type of migration. IBM Lab Services normally performs this sort of work, or local IBM Business Partners, or consultants.
There are actually a number of advantages of doing the export of data from v8 to v10 -- because a lot of the new features in CMOD v10 only work when data is loaded, not when a server is migrated or upgraded to v10.

For future reference I wanted to follow up.
Changing the ulimits to unlimited allowed the server to complete initialization.
It now comes up and listens on a SSL port and nonSSL port.
