unable to save searches for AG

On our system, admins can use the "saved searches" tab in Content Manager 2.0.3 , but it appears regular users have the option grayed out.
I can't see in security options or elsewhere what may be required to give them this functionality.  The manuals aren't helping me either.
Is anyone familiar with where that restriction may be ?
