ARSSOCKD count climb & High CPU on AIX

For years now I have been experiencing occasional times on AIX where ARSSOCKD start climbing and won't come down along with high ARSSOCKD usage.  The only way we have found to fix/stop the issue is to stop and start the application on the AIX server.  I have been experiencing this with OnDemand since it was GA and at 3 different companies never get IBM to address the problem or find a solution.  Has anyone else experienced  this and found a solution?

DB2    11.1.4.5
OD      10.1.0.5

I have been experiencing this problem since Version 2.

What is it that's going up but not coming down?  Threads?  Processes?  CPU time?

Do you have any more diagnostic info you can share?
