When Printing a DUPLEX report with Banner page on, pg 1 prints on back of banner

Good Morning,
      We are having an issue with our Banner Page.  When we print a report that is Duplex, Page one of the report prints on the back of the banner page.  We need to insert a blank page after the banner page.  

     It is odd, but any changes we make to our ARSRBAN does not seem to have any effect on the appearance of the banner page or on page one of the report.  Does anyone have any idea what would cause this?

Please note that we are on a Mainframe Environment.  When we print we go from OnDemand to OnDemand ODF and this is where the banner page is set.  If we remove the banner page it prints fine.  We use OnDemand Version 8.4.0.1 and Z.os 1.10.
