Unable to start Lib server - CMOD 9.0.0.3

I have installed CMOD 9.0 with FP 3 on AIX server (Remote oracle).
Configured DB/ARS.

I have tried to start Library  server as per below docs but not able to start..

1) Where I can check system errors / logs ?
2) How to enable trace to dig into the issue?

I also tried below and getting below error :

$ arssockd -I <Instance name> -q
ARS1106E Connection cannot be established for the >XXXXX< server

Please help.
