how it is possible to make changes massively to all Query restrictions (e.g. the load_date >16133 to load_date >16140).

Generally speaking, no.  This is especially complicated because field names may be different between Application Groups, or the definitions of those types might be different (date/time vs. date).

You may be able to use arsxml to apply a standard query restriction across specific AGs:
  • Set one App Group with the Query Restriction. 
  • Export that App Group Configuration using arsxml.
  • Edit the output file to remove everything but the query restriction.
  • Apply the xml file to a new Application Group with arsxml.
