Error with defining multiple ARSOCKD started task

Is there anyone having experience on configuring multiple ARSOCKD started task job in z/OS? I am researching on this option and edit ARS.INI and ARSOCK JCL.

CMOD: v9.0.0.5, z/OS: 2.1                                               
we are getting following errors when adding new ARSOCKD started task jobs running in mainframe.  After ARSOCKDA is up, I got error below though I am still able to pull document.                                                               
ARS0108E #xxxxxx Unable to validate library server  Srvr->mvsacu2<-     
                                                                       
Then bring up a new arsockd job ARSOCKDB, we got error below           
ARS0000E Initialization of ICU for directory >/usr/lpp/ars/V9R0M0/locale/< failed - please ensure proper installation
                                                                       
please give me some directions on the error above.

I'm not familiar with z/OS, but I'd check the library paths if there is such a thing on the z.  :)
