Hi

If I see this, does it mean that 5 users will be in wait list until the current user count comes down below 10?

Nope.  Concurrent user limits were never enforced, and now, the licensing has changed to a per-seat (aka 'named user') model, or a 'population pricing' model.

In the old days, if IBM caught you in this situation, they'd send you a bill for the additional licenses.

If you only have a license for 10 users, and there are 15 on the server, you definitely need to figure out if those users are properly licensed.  Contact your management for clarification.

Now with the concurrent user licensing scheme outdated, does IBM now enforce/restricts the users if the license limit exceeds.
Meaning, in present day scenario if I see this message below, would CMOD prevent the additional users and put them on the wait list?

Suppose we had a thousand licenses as per the current licensing model.
And the max limit in the config file is set to 10.
What happens when the 11th user logs in concurrently?
Does CMOD just logs the warning message and allow the user?
Would such a situation cause slowness apart from the time it takes to log the 'warning' message?

I've never seen CMOD delay or deny a request based on licensing.

However, it's in your logs, and if you're audited, you will get a very large bill from IBM to ensure you're compliant with the license terms.
